You probably should rewrite your explanation, I don't understand anything about your proposal.

Also I would ask for prior work, so for a project which used something like this successfully.

I understand (with much uncertainty) OP suggests to create an equation with inputs such as "Components; Effects; Buildings; Hulls; Each tech unlocked" and output a RP cost to get that tech, and replace manually-set tech costs by the results of this equation.

I guess a way to compare e.g. research effort in ~unit tests. Then you can specify constrains e.g. researching all the flux techs (and their prerequisites) should be cheaper than researching grav hull.

I don't think we really need the capability for the easy stuff (because one of the experienced player easily spots the imbalance).

It could help as a design tool alternative to using spreadsheets for comparisons (but only if it is easier to use and as flexible than spreadsheets.).

It could also help as a way to document design aims and reasoning.

Such a thing would make most sense for hull specifications I guess because that is quite complex but in well understood measurable ways.
It would need to include the whole enchilada though (so access to "value" for a certain purpose, e.g. this hull type should allow for designs at least 10% more efficient as a troop carrier than the other hull type). Would be possible to add on top of the AI ship designer, in that case such a test case would also test the designer implementation.
