Allied effects/buildings

Some effects are working for allies and are some are not.

Scattered asteroid hull - gives bonus to allies, though the meter doesn't rise if combat occurs making it tricky to use in practice.

Interstellar lighthouse - Doesn't work for allies. There's an argument that it should work for peaceful empires. Also an argument that it should work for enemies. A traditional lighthouse still works for your enemies if its lit.

Traffic control - Doesn't work for allies. in my opinion it should
