At the same time the player can create tiny planets out of asteroid belts, the player could also "break up" a planet into an asteroid belt, which would allow a little more freedom/strategy in placing asteroid-based shipyard upgrades.
I can't envision a similar process for huge/gas-giant planets, but that doesn't necessarily mean there shouldn't be one (for making more gas giant generators available?).
