Comparing the code review feedback from the forum vs other places I've seen code reviews, I would recommend using a free code review tool. For whatever reasons, forum/email code reviews tend to engender frustration more than a code review tool. It might help FO have a more positive feedback loop (for both reviewer and reviewee).
Code Collaborator is free up to 10 users, which currently covers the number of consistently active developers. Additionally, the code review tool allows better code review feedback than the forums. The reviewer can leave comments on specific lines of code, can distinguish between checkin blocking and just suggested feedback, etc.
