That could be a racial trait for Species that don't need light to thrive (Abbadonni maybe ?).

One option that hasn't been brought up is adding focus functionality to outposts:

Protection Focus: Same as species focus, unlocked by Planetary Defense Network 1
Logistics Focus: = to species focus?, less? unlocked by interstellar logistics
Stealth Focus: +20 stealth, unlocked by Planetary Cloud Cover
Growth Focus: Same as species on growth special, unlocked by Symbiotic Biology
Spatial Distorion Focus: Unlocked by Spatial Distortion Generator

Fleshing out the idea a little more:

Half current species stealth modifiers (e.g. +10 etty/laenfa, +20 sly/furthest). Any colony/outpost gets +20 stealth with stealth focus. Stealth meter for planets grows by +5/turn. Furthest default to stealth focus. Unlocked at start

Protection Focus: Double for colonies, 1.5x for Outpost. Not unlocked at start, unlocked by Defense Network 1.

Logistics Focus: +3 for colonies, +1 for outposts, +1 to both for gravitic architecture, +1 to both for interstellar infrastructure

Growth Focus: Same bonus for outposts and colonies. Unlocked by genetic medicine

Spatial Distorion Focus: Same bonus for outposts and colonies. Grows at -5 uu/turn to maximum -40

Stockpiling Focus: Outposts give the basic per a planet bonus for the relevant tech level.

Edit: Maybe combine with older idea - +5 stealth for outposts (gives base 10 (= basic detection) or 30 with focus (= active radar), +10 for outposts/colonies on GGs/asteroid belts and +stealth to outposts with resonant moon. This would leave sly at 35 base stealth and 55 focused stealth (instead of current 45 stealth)

Edit 2: As an aside allowing laenfa on asteroids as a hostile environment could be interesting, it'd be only the belts with a bright enough star.

I meant halving the species bonus on colonies (while allowing colonies a stealth focus, and allowing outposts a stealth focus). I'm mostly floating ideas. The halving is to try and maintain similar balance if any colony can gain stealth through a focus change.

Main idea is allowing focuses on outposts which allows for military outposts, hidden outposts, supply outposts etc. without different outpost buildings/types. The numbers above are a "sketch" of how it might work in practice.
