Notes on rev 4986

1) Can't colonize Brog I (screen attached). Has been stuck like that for 5+ turns. I tried giving the order again, but nope. Will see if it happens elsewhere also.

You get a whole bundle o' them since I turned off FO and can't remember which turn I gave the order first.

There are armed enemy fleets in the system. This prevents colonization.

I am not at war with any of the AI, though! So why should they affect anything?

You can be "not at war" with other empires? I thought diplomacy was not implemented yet.

There's a "Declare War" if you right-click on AI name in Empires/Players tab. I didn't click it.

Geoff snuck in basic diplomacy recently, though there are probably bits that haven't been worked out.

It probably shouldn't matter unless there's a conflict of two empires trying to colonize the same planet. The rule / test was written when all empires were always at war, in order to resolve that situation when one of the empires also had some weapons around to enforce their claim, and to provide a way to prevent other empires from colonizing planets in a particular system.
