I agree that the speed penalties could be expanded to other ship parts (especially nova bombs) to balance them, but giving all ship parts speed penalties doesn't seem necessary to me. - Design some new epic ship parts with speed penalties (Super photon demon cannon of doom and death).
...
- profit.
