Psychogenic Domination

Question regarding Psychogenic Domination..

I noticed that Psychogenic Domination is not avaliable on all planets and for all species.
what determines availability of Psychogenic Domination focus?

The Species has to have been originally Telepathic.

I have a planet with Fulver speices which is a lithic metabolism not telepathic and it has psychogenic focus available.

looks like I don't understand speices types?

Fulver actually are Telepathic, but it fails to mention that in their summary.
It just mentions a 'Precognitive' ability in their description.

Oops, my fault. Please somebody suggest a better description of the Fulver.
Any code or patches in anything posted here is released under the CC and GPL licences in use for the FO project.

Furthermore, I propse... we should default to four combat rounds instead of three ...for the good of playerkind.

I've now augmented their gameplay description with the same style reference to the Telepathy article as the other telepathic species get
