New part: Satellite part

Say, allow some hull to have satellite part.
A satellite part is just a normal comsat, the ship can deploy it in any planet.
And doesn't like aircraft part, satellite part can not instantly resupply. It requires times and PP to rebuild the sat.
You can manually put a sat into it.

Again, this sounds like micromanagement, and what should this part achieve?

Agree with The Silent One.
If you want a comsat in one of your systems, build it there. If you want a comsat in an enemy's or unowned system, send a scout.
